Charles career experience is in corporate and business law, and spans across the field. This experience gives him a working understanding of the executive, legislative, and judicial branches of government. He has the highest Martindale-Hubbell rating (AV), and an active top level security clearance.

Charles has served as Special Assistant to the Director, Office of Small and Disadvantaged Business Utilization, United States Department of Defense.

He served as Counselor for Legal Affairs to the US Ambassador At-Large for US-Mexico Relations where he advised on border trade and environmental issues.

At the US Department of Health, Education, and Welfare he served as Attorney-Advisor and Assistant to the Deputy General Counsel for Regulatory Review which among his duties included the administration of federal contracts and grants.

    He also served as Special Assistant to the Director of the Office of Small Business handling an array of small business procurement matters.

As vice-chair of the Virginia College Building Authority around $389,000,000 in bonds were raised for the construction of university facilities.

    He served on the Arlington County School Board where he guided a long-term capital improvement program which renovated some 40 educational facilities.

Charles is a member of Virginia Bar, District of Columbia Bar and Texas Bar (inactive), the United States Supreme Court Bar and a number of US Courts of Appeal and US District Courts.

He received his Doctor of Jurisprudence from the University of Texas School of Law. He received a Post-doctoral Certificate, as an Organization of American States Fellow, in Comparative Law from the Universidad Autonoma de Guadalajara, Mexico.

He is fluent in Spanish which includes a mastery of business, law and government terminology.

Charles served in the US Army and National Guard, 371st Airborne Support Battalion, 71st Airborne Brigade, Camp Mabry, Austin, Texas.
